You can use a webstresser (paid), has to be a very strong one though to do damage.
Or you can host a putty server ( you need to buy a dns server )
Also you can program yourself a botnet where you will also need to purchase some bots to hit with.

Whatever you do, you're gonna have to dish out some money.
