Man, it's open-source framework for website building. You can use any soft you want to create website, notebook too.

Quick guide how to create your website.
1. Create HTML document + code some basis there
2. Create and adjust CSS file (this is your content on website, edit what you want, some info, for example photos, what you can buy on depositphotostake care because of royalty laws)
3. Insert bootstrap features
4. Upload it to host
5. Profit!
