There isn't a way to really know if it really is safe, however, it comes from the same people who made league.

i hate to close it when i start up the pc and want to play and have to reboot

Vanguard always crashes "Explorer.exe" in my pc which basically kills desktop window manager and I have to manually create a new task on Task Manager. It's so annoying and it also keeps running in the background with valorant and eats up 25% of my cpu.
