I'd first try to ask your friend Google.
There are glowing lights as .psd to download. You can insert them and set them wherever you want. (I hope you get what I mean)
Or you can generate artificial light by double clicking the layer you want to add a glow/light at, tick the box at "glow" and set it as you wish to.
