Best way to start a server is to go to a site like Host Havoc and buy a server off of them. Configuring the server to what you want it to be is easy depending on what host you are using.

if you want a server with a big player base then you'll need a server host but if you just want one for fun you can make one that runs off your computer and there are plenty of youtube guides on how to set it up
