Most of the time it does. If you play with people the same skill level as you. you'll most likely never get better. maybe play with people slightly better/higher rank than you.

Use training maps, in csgo for example you can use the workshop aim maps to train you aim.
Before you go into an competitive match, not forget to warm up in dm or workshop maps. Helps a lot.
If after 3 Month nothing changes, try some hacks lol.
