With a business account you can hide your personal info when you receive a payment but you can't do that when you make a payment. Paypal always assumes that when you make a payment is because you are buying something and the persona that receive the payment is a seller that need your contact info. So, it is impossible to hide your contact info when you send money to someone, no matter if you use a personal or business account.

Yes, you can upgrade your account to a Business account where it will display your business name on Paypal transactions rather than your Paypal username. Other than that I don't know any other way, also personal payments will still show your name.
