That is actually not what it looks like. It looks like he is hosting this from his desktop (SteamCMD/srdcs.exe).

Please know you cannot connect to a database if your server itself isn't public/port forwarded. Either way it is a private gamemode so you are not allowed to host one. Any server hoster could be sued for this, so I suggest hiring a team of developers to make a complete custom gamemode instead.
