how to make this style/effect or you think it's an illustration 100%??

so if these hands were in normal/realistic colors, how to make them like these? (chromatic i guess)
is there maybe a ps action/effector noway can be achieved like that anda100% illustration?

thanks, ok i know about the outer glow effect, but do u think it's possible the achieve that chromatic skin tone with gradient maps?

try masking in a light texture over the chromatic skin and play blending modes + opacity maybe. could try the gradient map ontop of that

find a good skin effect tutorial on youtube, the principals should be the same for metallic or any other skin

not sure on the exact method but this looks awfully similar to acid graphics and y2k graphics, you could try searching for tutorials on youtube using those descriptors. maybe something will pop up!

Well, the hands look like 3D generated although you can try applying Metallic Gradient Map to a hand image.
Added some lightning on the hands with Lightning Brush or PNG or Vector.
Background is a Lens flare, probably PNG or Vector.
'LIGHTNING' Text Helvetica with Light Purple to Dark Purple Gradient and Light Purple Outline. No idea about the 'BOLT' Font.

thanks a lot to u all, some of the mentioned methods could deliver a similar effect as I tried, I think the easiest/laziest way would be the gradient maps and the most effective/accurate would be using blender + metallic texture + proper lighting setup.
