In server.properties file, put the view distance to 4 chunks for not just to test it out. Disable snooping, disable online mods, put the difficulty to peaceful so mobs dont spawn, put the max tick rate or something to 6 million. These are basic steps to test and optimize your server.

You can put "/ timing on" leave it for 10m and then put "/ timing paste" it will give you a link and you will get what is consuming a lot of tps

I think that the problem with hosting is most likely. My provider said that the problem was in the assembly, when I changed the hosting everything fell into place. Change hosting and forget about this problem.

the host might be bad, you might have too much loaded on your sever, however i definately think its an issue with the host...

Have you tried using the spigot guide on server optimization? Might not solve the problem fully, but tweaking it that way could help.

What I recommend is putting a timings report to see what is the issue and fix it.

there may be plugin lagging server make sure you only have essential plugins are well known.

try paperspigot good for performance

also try switching host some host charge lots for s*** service
