If you are a beginner when it comes to video editing then I suggest Hitfilm Express (there's a free version) but if you want to step up your game but still want something for free then Davinci Resolve is pretty good. There's also Adobe Premiere Pro but expensive unless you are willing to pirate it.

As for Photo editing, GIMP is pretty simple and free. Photoshop is where it's at and again, you'd need to pay for Photoshop or pirate it.

For Photos we mainly use Photoshop and Lightroom
For Videos, it's Sony Vegas and Filmora

I consider the best are for Photos -> Photoshop | For Videos -> Primer Pro, Sony Vegas, After Effects.
