Illustrator for if you want to print it and then Photoshop after if you want to make mock ups.

i work at the print shop and we mainly use illustrator.

It depends if it includes Raster images and effects you should use Photoshop for it. Otherwise, Illustrator for vector elements, text, figures, etc.

Photoshop for sure. Got a lot of effects and its faster to create.

photoshop 100%. things you can do better in illustrator you can at least work around in photoshop. not the same thing other way around.
