If you know the basics of both subjects, try alternating between learning and practice. Set clear goals, prioritize based on your interests and goals, and maintain a consistent schedule to improve in both areas.

honestly i feel as a designer illustrator is better if you want to print it, because its a vector based software, although however i always use photoshop with 300DPI

if you plan on printing them up I'd strongly recommend Illustrator. Even if it's a bit harder to learn and use (at leat for me, personally). Now , if you're making them for digital media like instagram, behance or anything that doesn't necessarily involves printing, go with Photoshop

Depends on the type of poster you're trying to make. The best answer is a combination of both based on the style of the poster, i mostly use photoshop for the text effects and image insertion.

Combination of both is the way to go. Although really depends on the style of work. I'd say Photoshop for the majority of the workload.
