90% of Indian computer users cannot send email

I honestly kind of doubt that. Email is so widely known that anyone with half a brain could figure it out.

How the fuck do you study whether or not every person everywhere knows how to send an email.

I've heard that in India it's common to hear people say things like "I don't have the internet, I just have Facebook" which is a very weird notion. Maybe their computer illiteracy contributes to their strange behaviour on the internet.

that is just so sad, in fact now a days tons of people can not even do things regular people are able to do back then like do basic math with out a calculator

Sending an E-Mail required internet access.. maybe they didn't put that in count.
