I highly recommend unreal engine and unity, unreal engine if you want things to go your way with less coding and compromise, but unity if your a perfectionist, i know because i have developed many games on steam.

Unreal Engine for sure, I think it's the best because you can build a decent game without coding at all. You have the option to code but you can also use "Blueprints" which is basically a scripting language pretty easy to learn and get used to.

If you prefer gameplay - Unity 3D (HD render pipe line is awesome, it makes Unity as fabulous as Unreal Engine 4)
If you want latest graphics - Unreal Engine (Although physics with this engine is quite hard to manage, but graphics are great.)

Alternatively you can buy license for Source 2 game engine, if it's available. Its great game engine too. Garry's mod 2 is in development based on Source 2 game engine (Its renamed S&box), so It should be commercially available.

I would say Unreal Engine, and Unity, Cry Engine too.. maybe, but it has a lot of bugs, small community, not a lot of assets etc.
While Unreal Engine is WOW on graphics, it's bad on physics 'n' stuff. Same thing with Unity, just the opposite. It's not that bad in graphics, but so good at physics.
In fact Unity has a lot of tutorials, so Unity will be better for newbies, and Unreal Engine is good for pro

I spent a lot of time in Unity myself, and there were no such things in Unity that were not on the Internet
Unity is really easy to learn

depends what you want your game to do unity is better for 2d and usally mobile games, both unreal and unity is quite the same for small devs unreal is easyer tho to get good graphics because they own quixel so good textures is free for unreal,

For a beginner I would recommend Unity3D if can code already in C++ definitely Unreal Engine. Moreover the visual scripting language Blueprint is also great if you don't like C++. I would say the learning curve of Unreal Engine is a bit steeper.

Try looking up Unreal Engine 4 or Unity. Those are the big ones at the moment
