Create a loading page

need someone to create me a loading page for my hosting company, if you don't know what a loading page is when you load up nulledbb and it says verifying etc or a site hosted by blazingfast and the DDoS protection page comes up.

Or you can use cookies and php to display every visit after x amount of inactive hours/minutes

I think that as he has a hosting service, he wants to make a custom DDoS protection loading screen, like you have the one of nulled at the beginning.
