Gmod takes only one core and they can be used but it is difficult to play normally in gmod need a processor with good cache and memory.

Lower your graphics settings.
If you've tried basically everything -- just disabling a lot of addons can help you gain hella FPS.
It just so happens that there's a really bad relationship between addons and how well your game performs. The fewer addons you and a server have, the better your FPS and other things as well.
If you can't remove plugins and addons... Then sadly, the only thing that you can do is physically upgrade hardware.

Put everything on low, remove all unnecessary Addons, well, put some CFG.

There comes a point that once you download 1, you're really not going to benefit from a lot of them sadly.
If he's already got one and used it, downloading more isn't really going to help as they all tweak small settings that make almost insignificant changes that all add up...

Enabling multicore rendering would be your best bet, if changing the resolution hasn't been attempted yet.

Go in the video settings, and put something on the low settings.
