Well make the graphics more low , and some setting more low , or if you can afford to buy a better pc

You should turn the graphics down or buy a new computer. You can looks for FPSBoost.cfg it can also help. Some servers do also have an fpsboost addons but it increases the fps not too much.

Your CPU needs a high clock speed. Not high core count. Gmod is too old to use more than 2 cores very well. so if possible a dual core 5ghz cpu would rock gmod! Or atleast thats what I figured out via friends an my experiences. Id suggest getting a 4 core cpu with 4ghz or more. 4 core so you can play other games and multitask.
