Valve isn't dying, they own the largest PC game distribution platform. They also don't have to worry much about losing money on a game for the same reason. However, I think HL3 is unlikely at this point because it's just too hyped up, it will never bee good enough.

Not just 'if it's trash', if the storyline doesn't add up as people would hope, or it doesn't end in a good way people will lose it as well.
The originalstory writers of the HL series have left Valve and gone onto other things.

Well, I don't know where you get that valve is dying because they don't, they have a huge income because of steam, CS:GO + cheaters in CS:GO that are buying new accounts because they've got banned and 10 % cut from item market.
Ther's no such a way that VALVE could die with all this they have :D

Due to the state of valve right now, they'll probably never make it unless they get really into the idea of making one or they just won't

Probably not since steam has revenue bigger than they can ever spend so they don't need the money. Unfortunately from they point of view it's all about the money not the user experience.

they make a shitton of cash doing almost nothing for a few years. they are gonna start shipping games again now though
