I just use sublime text 3, and of course tutorials when I'm stuck at making the website I want to.

There's no program used while developing websites, you can do them locally or on a server, ofcourse edit tools like notepad++ or others are useful and probs recommended.

I use magix web dev tool. So It's pretty easy to make front end pages.

Depends on the website but normally I use the Wordpress themes included tools (Virtual Composer) but if I want to implement like a custom script, I usually use Notepad++ and testing it with Xampp on my local machine.

I'm also fairly new to web dev, I'm currently making a new website for myself. I just use Sublime Text and learned the basics from W3Schools, both are free.

Python (Django) is good depending on your needs. Easy to setup and bootstrap. Javascript/HTML/CSS also need to be part of that. Django is just a good starting framework.

Notepad++.

If you are new to things, maybe try getting some basic free templates and play around with the code in a program similar to notepad++ etc.

But for end clients, I'll set them up with Wordpress and Visual Composer, giving them a easier way to edit pages.
