I use Sublime Text IDE, you can starting to learn about frontend (CSS, HTML), later you can start with back end (PHP, RUBY, PYTHON, etc). It's easy if you really like.

I often use Github's Atom editor because it has some nice functions like, having 2 codes open at the same time and a file manager which Notepad++ or Sublime3 don't include by default.

Dream Weaver is the way to go. Actually being able to instantly visualize your code while your writing it makes development 3000% easier.

Well Php and Netbeans is a really good IDE, i am reading a lot using Notepad++, with the plugin is really useful. You can try also IntelliJ community edition

it honestly depends on what you are trying to do. Look at other websites code, and start with HTML and CSS.

I using and profit from OpenCart sites. Have a good MCV structure what is good to understand...
