When will Riot finally give us the power to report trolls effectively

The current report System is a Joke, if you are not reporting someone for writing Kys or going afk you might not even have to report them at all since the chance of a successful punishment is low af.

I know right If you are below diamond ELO you can be as passive agressive and trollish as you want because Riot's automated system will do NOTHING. Just some trigger words which will automatically give you punishment something needs to happen.
