I used to use sublime text but as always needing to use Arabic language, it was a pain.
Then I moved on to netbeans but it was slightly little pain
I finally found sbout phpstorm but I never really liked it , but I use it only for Arabic support

Sublime Text beats all. It's simple, and it's not cluttered. PHPStorm is one that I tried using; however, it was too cluttered.

I also use NetBeans. Mainly because I do development in Java, JavaScript, PHP and C++ and don't want to switch the IDE between languages.
And also it's free (my boss likes that).
