how do you get people to join your gmod server

Post IP of your server for users and just wait for new players!

make sure its port forward/joinable then make the server attractable to new players
dont afk on ur server, people will join... see no1 is doing anything and then leave

Advertising is the biggest but if you dont want a developer to clown you in front of all of your players do not use leaked plugins always purchase them, They can easily make a fool out of you which will not look good. Do certain things other servers dont do like free cars or high starting cash, Etc.

Create stabile no laging adversite in forums and more

You don't, everyone is either playing Star Wars RP or some other DarkRP with tons of paid addons.

First of all, dont make spam about it, and the other importan thing, you must make a firts good impression. People must love it the first time they enter.

You have a good catchphrase you say to anyone you meet, such as, "nigga hoe who da fuck r u"

Fast loader, Good Staff, good promotions, and all the things you think it's gonna make funny a server.

you can use different methods like give free vips put in the name addons exclusive events etc
