No. Herobrine was a glitch in the game that got removed. It is said that herobrine is Notch's brother but that is also false as Notch has said.

He is real! I was going through a mineshaft one day, and I came across an unnaturally dark area with two glowing white eyes at the end of it. I fled, and when I came back later, it was gone, and it looked normal again. I never saw it again, but I'm sure of what happened.

He's not a glitch in the game, he never existed to begin with. Mojang knows the Minecraft fanbase and decided to have fun with it by mentioning the act of removinghim in every major update.
