This is a very true point yes but as you yourself just said "you give everyone equal opportunity" and at the moment I feel that is not the case.

I like said before, and I'll say it in a different way with no analogies. Everyone has the opportunity to be able to rep. You just have to put in the work. Apply for a group, or upgrade. There's a free way and a paid way. One that guarantees, and one that doesn't. Also, this is a feature and privilege, in this forum anyways, to be able to rep. If this feature was that important to someone, they'd do what they'd have to do to get it.

I understand completely but as I said, free members are forced to upgrade or join a group, I understand people have to put in the work that's why I was suggesting a limitation before they would be able to rep

Why does anyone need to give rep, there are established free members here who do not have the privilege (unless they join a group) I just think it will be fair

300 posts and 1-2 months regged should do the trick, just like it was done back on LF.

I'd prefer the user request that feature once the requirement is reached. Kinda like how awards here work.

That's also not a bad idea, I like that

+1 is much safer to give people access to with requirements, but I feel that -1 could still be abused. Neutral rep can still work for leaving negative remarks.
