Useful Free Plugins

Essentials, PermissionEX, World Edit.
Those are basically all you'll really need for a basic server.
If you're going to put in a lot of effort, you'll want to look into different group managing plugins and things like that.
I like to download hundreds of things from the Fun section on a lot of these forums for like Spigot and CraftBukkit. Those are usually what will bring in players and make the server more fun overall

You should ALWAYS have Essentials, PermissionsEX, Vault, Multiverse Core, Multiverse Portals, World Edit, WorldGuard, MaxBans Admin360 Reloaded, And Citizens. They are the best and most useful ones around right now!

Essentials is hands down ... well, Essential lol. world edit is also highly recommended

My favorite was epicworldgen. its not free but its nulled on nulled

Essentials, PermissionsEX, Tim's Enchanter, Silk Spawners all these are very good plugins for small servers.

NoMORECheats is better free anticheat if you want but i don't know where can download :c

Yeah PEX is really good, I used it on my old server made over 300$

NCP and Factions to start, it's a good idea for plugins, you'll find everything in spigot or bukkit if you decide for them
