Defnitely essentials, worldedit, luckperms, clearlag, async worldedit

Buycraft is always a good one if your wanting to sell stuff like ingame ranks.

All depends on what you're goal is, but perms and essentials 100%

Absolute basics are Essentials,PEX,WE,WG and ProtocolLib and then comes factions or askyblock or whatever you want your server to be

I recommend using ActionHealth, It adds health bars to creeps and also to players very usefull for survival or other gamemodes :3

use essentials and pex they are the best plugins to use for free in every server

Those are 3 which I find are pretty good for the management side of a server, for gameplay, go ahead and search your gamemodes on spigot or something, and plenty of good plugins would come up.
