Permissionsex essentials. There are a lot of plugins that you need for a good server not just 2.

For what they need:
Funnyguilds, Vault , ClearLagg, Colored Tags, ChestShop, CommandNPC, Skript.

Why ppl are suggesting pex? it's so old and hard to use... There are a lot of alternatives like luckyperms or ultimateperms with a nice gui, they are more stable and easier to use
