Essentials and permissions ex is literally the main things u need to make a server

Essentials,Worldguard,Worldedit,Permissionsex,multiverse etc.^^
Look at spigot and bukkit

I'd say it depends on what server gamemode are yout tryin' to make. ViaVersions is useful.

PermissionEX or Essentials is good but not very very good

ProtocolSupport is extremely useful, it allows 1.4 clients and up to connect to a 1.12.2 based server.

i recommend groupmanager pex is kind of better but groupmanager is easyer to learn
