I use ATOM, Can't vouch for it being the best. She has served my needs and has been a loyal companion through the keyboard storms.

If I'm accessing my CentOS 7 VPS through SSH then I'll likely opt solely for Vim since I'm not going to be running a desktop environment on a server.

If I'm using my Windows system and I'm not programming in any particular language then I'm likely using Notepad++.

If I'm working with PHP, Python, NodeJS, C/C++ then I'm opting for JetBrains (PhpStorm, PyCharm, WebStorm, CLion).

If I'm working with Java then I'm opting for Eclipse.

If I'm doing front-end web development then I'll use a combination of Chrome and PhpStorm.

I still use NotePad++ because it's really essentially useful than other text programs.

Notepad++ is really light weight, same with sublime, don't get all of the fancy (mostly useless) gui.
I'd always use notepad++ to quickly take a peek in a file and edit some bits, but coding from scratch I'm always using visual studio (sometimes vs code depending on the project) as the intellesense may just save your bacon in some cases

I use Sublime on a daily basis for web applications, even for writing down notes and scrap ideas.
