On mac I'll suggest you Nova prime. It's a native macOS app so lovely and so easy to work with.
If you okay with a heavy IDE so obviously go with PHPstorm it's hugely full-featured

I used to use Netbeans IDE for a few months, it's very complete but it's far from being modern, currently I use VSCode which is quite complete if we add the necessary plugins to make the environment pleasant for PHP development.

I'm using PHPStorm, there's really nothing better if you need something fully featured, otherwise use VS Code.

For my PHP development, I use Visual Studio Code. I used to use PHP Designer, but I find that Visual Studio Code is way more useful.

Still the best idea of Visual Studio Code, switched to it after Sublime Text. A huge number of plugins can solve any of your problems.
